Evaluation of university healthcare in 2026
In 2026, the National Board of Health and Welfare has been tasked by the government with evaluating university healthcare in the regions covered by the ALF agreement.
The evaluation covers the period 2022–2025, based on the proposals and minimum levels decided by the national steering group for ALF, and shall be based on the activities and characteristics of university healthcare specified in the national ALF agreement.

Purpose
In 2026, the National Board of Health and Welfare has been tasked by the government with evaluating university healthcare in the regions covered by the ALF agreement.
The evaluation covers the period 2022–2025, based on the proposals and minimum levels decided by the national steering group for ALF, and shall be based on the activities and characteristics of university healthcare specified in Section 1 of the national ALF agreement.
The purpose of the evaluation is to:
- support the development of university healthcare by evaluating the structure, process and results of clinical research,
- medical training and the development of healthcare, and
- monitor compliance with the minimum levels decided upon in the ALF agreement.
Time period and scope of the evaluation
The evaluation covers the period from 1 January 2022 to 31 December 2025 and will be carried out in 2026.
The evaluation comprises three parts:
- Part 1: Follow-up of minimum levels (USVE level). To be carried out in the first quarter of 2026. Information on whether each USV unit meets the minimum levels is collected centrally from the ALF regions. A number of background details about each USV unit must also be reported.
- Part 2: Evaluation of systems and processes (regional management level). Qualitative survey and document collection. To be carried out in spring 2026.
- Part 3. Learning evaluation with workshops (regional level). Preliminarily to be carried out in September-October 2026. Physical group interviews/workshops (one per ALF region) during autumn 2026 with representatives of actors within university healthcare, e.g. ALF regions at management level, medical students, patient organisations, management of USV units.
The primary purpose is to explore selected issues in greater depth in order to achieve shared learning based on the different perspectives of the stakeholders. The workshops will also form part of the National Board of Health and Welfare's information gathering.Topics for discussion will be selected in part based on the results of parts 1 and 2.
