Background

In 2005 the European Commission put forward a recommendation regarding the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers. The aim was to strengthen European research, to support and structure the EU's research policy and to establish an attractive, open and sustainable labour market for researchers.

The European Charter & Code consists of 40 principles and 4 thematic areas:

  • Ethical principles and professional responsibility
  • Recruitment
  • Working Conditions
  • Training

The Human Resourses Strategy for Researchers (HRS4R) is a tool for implementing the principles of the Charter & Code. The HR certification 'HR Excellence in Research' can be awarded by the EU Commission following a thorough analysis of the employer’s work to meet the intentions of the Charter.
