The Government may issue regulations to the effect that a student shall for the time being be expelled from the programme in cases where the student
- is mentally disturbed,
- abuses alcohol or narcotics, or
- is convicted of a serious criminal offence.
It shall be a further requirement for expulsion that there, as a consequence of circumstances set out in 1-3 above, is deemed to be a considerable risk that the student will injure another person or damage valuable property while pursuing the programme.

Cases of exclusion are examined by the Committee for the Expulsion of Students from Higher Education. Cases are only taken up by the Committee on the receipt of a written report from the President or his/her delegee.
